Europe 2020 strategy
A European strategy for smart, sustainable and inclusive growth - The European Council meeting on 17 June adopted Europe 2020, a ten-year strategy for promoting jobs and economic growth across the EU.
The strategy is intended to help Europe recover from the recession and address structural weaknesses to secure long-term growth. Europe 2020 puts forward three priorities:
1. develop an economy based on knowledge and innovation;
2. promote a more resource efficient, greener and competitive economy;
3. foster a high-employment economy that delivers social and territorial cohesion.
The strategy also introduces several ‘flagship' initiatives to help deliver these goals, involving action at EU, national (Member State) and regional level. These include: enhancing the performance of the education system, reforming industrial policy to promote entrepreneurship and competitiveness, and raising employment levels.
The strategy contains five ‘headline' targets to guide the actions of Member States and the EU itself. These focus on:
• raising the employment rate for the population aged 20-64, including the greater involvement of women, older workers and migrants;
• improving investment in research and development;
• reducing greenhouse gas emissions, increasing renewable energy consumption and improving energy efficiency;
• reducing the proportion of early school leavers and increasing higher education completion levels;
• reducing the number of Europeans living in poverty (income less than 60% of the median disposable income in their country) by 25%.
The targets will be translated into national policy but the European Commission will monitor progress towards them and put forward proposals to advance the initiatives. Reporting and evaluation will be carried out simultaneously for Europe 2020 and the Stability and Growth Pact, which provides a framework for Member States to reduce budgetary deficits.
